FY25 COPS Blue Alert Program

The FY25 COPS Blue Alert Program seeks applications from organizations to support the COPS Office in coordinating the Blue Alert system. The primary objectives of the cooperative agreement to be funded under this funding opportunity are to support states participating in the National Blue Alert Network and to raise awareness, educate, and inform non-Blue Alert states of the Blue Alert Network (e.g., production of an educational video, factsheets, newsletters, presentations, etc.), provide monthly summaries of Blue Alert activations throughout the country, including detailed accounts of heroism involving Blue Alert events, and research, gather, and compile accurate and timely information, from credible sources, about all reported incidents where on duty law enforcement throughout the United States, territories, and tribal lands are shot in the line of duty.

FY25 Community Policing Development: Law Enforcement Products and Resources

The FY 2025 CPD Law Enforcement Products and Resources program will fund projects that will develop products and resources for national distribution and offer creative ideas to uplift the image of the law enforcement profession, advance crime fighting, or support community policing efforts through community engagement, problem solving or organizational change.

FY25 Community Policing Development (CPD) Accreditation: Enhancing Law Enforcement Accreditation Entities

Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

OVW Fiscal Year 2025 Training and Technical Assistance Initiative

The purpose of the OVW Training and Technical Assistance Initiative (TA Initiative) is to provide direct training and technical assistance (TTA) to current and potential OVW recipients and subrecipients to enhance their efforts to successfully implement projects supported by OVW grant funds. OVW’s TA Initiative is designed to strengthen and build the capacity of civil and criminal justice system professionals and victim service providers across the nation to respond effectively to domestic violence, dating violence, sexual assault, and stalking (i.e., the four VAWA crimes) and foster partnerships and collaboration among organizations to address these crimes.

COPS Office Invitational Program

This program will provide funding to for-profit (commercial) organizations, nonprofit organizations, institutions of higher education, community groups, and faith-based organizations to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

Children’s Safety Network Program

The Children’s Safety Network program supports state agencies that seek to reduce child injury hospitalizations and deaths, including from firearms.

Improving Criminal Justice Response (ICJR) Program

The ICJR Program assists Tribal, state, and local governments and courts to strengthen the criminal justice response to domestic/dating violence, sexual assault, and stalking by improving offender accountability, victim safety, homicide reduction, protection-order enforcement, and coordinated law enforcement and prosecutorial action. These sorts of activities treat these offenses as serious violations of criminal law and seek safety and autonomy for victims.

Grants to Enhance Culturally Specific Services for Victims of Sexual Assault, Domestic Violence, Dating Violence, and Stalking

This competitive grant program supports culturally specific community-based organizations in addressing the critical needs of sexual assault, domestic violence, dating violence, and stalking victims in a manner that affirms a victim’s culture.

The Grants to Engage Men and Youth in Preventing Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program

This competitive grant program seeks to engage men and youth in preventing domestic violence, dating violence, sexual assault, and stalking.

Preparing for Active Shooter Situations (PASS) Awards

This is a notice of funding opportunity (NOFO) for the FY26 Preparing for Active Shooter Situations (PASS) Program. The preparedness of law enforcement to respond to active shooter incidents is a priority of the Administration. Through the PASS program, the Department of Justice supports this priority by providing funding to deliver nationally recognized, scenario-based training that prepares officers, first responders, and mental health and social service providers on how best to prepare their communities for an active shooter threat or act of terrorism. PASS program funds are used to increase public and law enforcement safety nationwide by training first responders—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, emergency management, and any other professionals who may reasonably be key to a successful integrated response—to handle an active shooter threat or act of terrorism. In addition, this program will provide priority access to training for School Resource Officers funded under the COPS Hiring Program, to support active shooter preparedness and response in primary and secondary schools. Training provided under the PASS program will advance the goal of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act in offering scenario-based, integrated response courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.

Community Relations Service

The Community Relations Service provides guidance for communities facing conflict based on actual or perceived race, color, national origin, gender, gender identity, sexual orientation, religion, or disability, providing facilitated dialogue, mediation, training, and consultation to assist these communities to come together, develop solutions to the conflict, and enhance their capacity to independently prevent and resolve future conflict.
