BJA FY25 Second Chance Act Improving Reentry Education and Employment Outcomes

This program supports state, local, and tribal governments and community-based organizations to provide education and employment programs for people leaving jail and prison. The goal of the program is to improve academic and vocational/trade programs available to people in prisons and jails and expand workforce development and career pathways that result in improved job readiness, employment attainment, and retention thereby improving employment prospects and reducing recidivism. Applicants may consider proposing projects that develop marketable skills, leverage technology, and build capacity to align with their local job market and engage in the digital economy.

OJJDP FY25 Second Chance Act Youth Reentry Program

This program will provide funding to support states, units of local government, and federally recognized Native American Tribal governments in partnership with interested persons (including federal corrections and supervision agencies), service providers, and community-based organizations to provide (1) comprehensive reentry services for moderate- to high-risk youth before, during, and after release from confinement, and (2) support transitional services to assist youth to successfully reenter the community.

BJA FY25 Second Chance Act Training and Technical Assistance Program

This program supports Second Chance Act grantees, with a particular focus on Smart Reentry program grantees, to assess community reentry strategies and implement or expand interventions to address identified gaps in technical areas to reduce recidivism and improve public safety, including technology adoption and expansion to enhance reentry strategies, and statistical analysis support to inform and achieve identified objectives.

BJA FY25 Adult Treatment Court Program

This program supports the implementation and enhancement of Adult Treatment Court (ATC) operations. ATCs integrate Substance Use Disorder (SUD) treatment, mandatory drug testing, incentives and sanctions, and transitional services in a judicially supervised criminal court setting that has jurisdiction over individuals with substance use disorders. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

BJA FY25 Second Chance Act Pay for Success Initiative

This program supports the use of performance-based and outcomes-based contracting to implement or enhance programs and services to reduce recidivism, including to address housing needs of individuals leaving incarceration. Contracts may be newly created, expanded, or transitioned from direct payment to performance-based and outcomes-based and must serve individuals leaving incarceration with the goal of reducing recidivism and supporting long-term reentry success.

BJA FY25 Veterans Treatment Court Program

This funding opportunity seeks to support the implementation and enhancement of veterans treatment court (VTC) operations. VTCs connect justice-involved veterans to treatment for substance use disorders (SUD), mental health disorders (MHD), co-occurring mental health and substance use disorders (MHSUD), post-traumatic stress disorder (PTSD), and traumatic brain injury (TBI). Funding supports service coordination, and recovery support services. VTCs integrate mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with behavioral health treatment needs. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

BJA FY25 Smart Reentry: Housing Demonstration Program

This funding opportunity seeks to support state, local, and tribal governments to improve reentry and reduce recidivism by expanding and/or increasing access to housing for people who are currently or formerly involved in the criminal justice system. Prior to release from incarceration, people will be screened, assessed, and identified for program participation. The program will help jurisdictions assess their reentry systems, identify strengths and gaps, and then build capacity for improved housing options for adults released from prison or jail.

FY25 Improving Adult and Youth Crisis Stabilization and Community Reentry Program

This funding opportunity supports cross-system collaboration between criminal and juvenile justice agencies, mental health and substance use agencies, community-based organizations that provide reentry services, and community-based behavioral health providers. The goal of this program is to improve clinical stabilization pretrial, during confinement, and support continuity of care and recovery during the transition to the community through clinical and other evidence-based activities or services for individuals with serious mental illness, substance use disorders, and co-occurring disorders. In addition, this funding seeks to minimize the potential for experiencing crisis and improve recovery outcomes for people with serious mental illness, substance use disorders, and co-occurring disorders who are currently involved with the criminal or juvenile justice systems or reentering the community from these systems.

American Rescue Plan’s Elementary and Secondary School Emergency Relief Fund (ESSER)

The American Rescue Plan Act of 2021 (ARPA) included nearly $122 billion in resources for state education agencies and local education agencies through the ESSER Fund. State and local education agencies can use these funds for a range of evidence-based strategies that reduce violence and increase public safety, including community violence intervention (CVI) programs; summer and year-round programs that provide job training and work-based learning experience for students, including formerly incarcerated students, and disconnected youth who live in communities most impacted by high levels of violence; summer education and enrichment programs, including summer camp; wraparound services—such as medical care, mental health and substance use disorder care, and nutrition support—for students and their families, including hiring support personnel for schools; and more.

Improving Adult and Youth Crisis Stabilization and Community Reentry Program

This competitive grant program provides funding to state, local, and tribal governments, as well as community-based nonprofit organizations, to enhance or implement clinical services and other evidence-based activities or services to improve reentry, reduce recidivism, and address the treatment and recovery needs of people with mental health, substance use, or co-occurring disorders who are currently involved in the criminal justice system or were formerly involved.
