OVW Fiscal Year 2025 Demonstration Program on Trauma-Informed, Victim Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold) Program

The Demonstration Program on Trauma-Informed, Victim Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold Program) supports efforts to improve law enforcement’s response to allegations of domestic violence, dating violence, sexual assault, and stalking from the time of a victim’s initial report throughout the entire investigation, and to promote the efforts of law enforcement in improving the response to these crimes. Note that in Fiscal Year (FY) 2025, the Abby Honold Program will only support projects addressing responses to allegations of sexual assault. The Abby Honold Program awards grants to law enforcement agencies to train officers to conduct trauma-informed and victim-centered investigations, with the goal of incorporating trauma-informed techniques designed to prevent re-traumatization of the victim and to increase communication between victims and law enforcement as well as stakeholders in a coordinated community response. This program’s purpose is also to evaluate the effectiveness of the training.

National Child Traumatic Stress Initiative (NCTSI)

The NCTSI program funds treatment and services for children, adolescents, and families who have experienced traumatic events and also provides learning materials and resources on their website.

American Rescue Plan’s Elementary and Secondary School Emergency Relief Fund (ESSER)

The American Rescue Plan Act of 2021 (ARPA) included nearly $122 billion in resources for state education agencies and local education agencies through the ESSER Fund. State and local education agencies can use these funds for a range of evidence-based strategies that reduce violence and increase public safety, including community violence intervention (CVI) programs; summer and year-round programs that provide job training and work-based learning experience for students, including formerly incarcerated students, and disconnected youth who live in communities most impacted by high levels of violence; summer education and enrichment programs, including summer camp; wraparound services—such as medical care, mental health and substance use disorder care, and nutrition support—for students and their families, including hiring support personnel for schools; and more.

Trauma Recovery Demonstration Grant Program

This program provides competitive grants to state education associations to support model programs that enable a student from a low-income family who has experienced trauma that negatively affects the student’s educational experience to access the trauma-specific mental-health services from the provider that best meet the student’s needs.

Project SERV

This competitive grant program funds short-term education-related services for local educational agencies and institutions of higher education to help them recover from a violent or traumatic event in which the learning environment has been disrupted.

Rural Domestic Violence, Dating Violence, Sexual Assault, and Stalking Program

This competitive grant program provides funds to enhance the safety of rural victims of sexual assault, domestic violence, dating violence, and stalking and to support projects uniquely designed to address and prevent these crimes in rural areas. This program encourages collaboration among criminal justice agencies, victim services providers, social services agencies, health professionals, and other community organizations to overcome the problems of sexual assault, domestic violence, dating violence, and stalking in rural communities.

The Grants to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking on Campus Program

The Grants to Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program (Campus Program) provides funding for institutions of higher education to develop and strengthen effective security and investigation strategies to combat domestic violence, dating violence, sexual assault, and stalking on campus, develop and strengthen victim services in cases involving such crimes on campus, and develop and strengthen prevention education and awareness programs.

Peer-to-Peer Support for Survivors of Crime

This program supports a pass-through funding model in which a trauma-informed, survivor-connected technical assistance provider will provide technical assistance, training, and subgrant funding and financial oversight for at least 10 subgrant sites.

Enhancing School Capacity To Address Youth Violence

This competitive grant program supports targeted efforts to address youth violence through implementing evidence-based prevention and intervention efforts in a school-based setting (K–12th grade only).

Strategies To Support Children Exposed to Violence

This competitive grant program provides funding to communities to develop coordinated and comprehensive community-based approaches to help children and their families who are exposed to violence build resilience, restore their safety, heal their social and emotional wounds, and prevent future violence and delinquency. Funding can be used to develop and/or enhance support services for children exposed to violence to reduce the adverse impact of violence on youth, families, and communities, and to help family-serving organizations better recognize and help families at risk for exposure to violence.

Mass Violence Advisory Initiative (MVAI)

The MVAI is a collaboration between the BJA and the International Association of Chiefs of Police that provides peer-to-peer assistance to law enforcement leaders related to preparation, response and recovery efforts for mass violence and mass casualty events.

Community Based Violence Intervention and Prevention Initiative

This funding opportunity supports law enforcement efforts to reduce violent crime and improve police-community relations through a range of cross-sector enforcement, prevention, and intervention strategies that leverage active collaboration with communities through sustained partnerships and engagement. Whereas the program was previously open to a range of eligible applicants, FY2025 funding is only made available for local governments and tribes.

Project Prevent Grant Program

This competitive grant program provides grants to local educational agencies impacted by community violence and to expand their capacity to implement community- and school-based strategies to help prevent community violence and mitigate the impacts of exposure to community violence.

Center to Improve Social and Emotional Learning and School Safety

The Center to Improve Social and Emotional Learning and School Safety provides technical assistance to support States and school districts in the implementation of social and emotional learning evidence-based programs and practices.

Collaborative Crisis Response and Intervention Training Program

This competitive grant program seeks to support state, local, and tribal law enforcement and correctional entities to develop and implement crisis response training programs.
